For decades the environmental protection Agency (EPA), California Air Resource Board (CARB), and other government agencies have required vehicle manufacturers all over the United States to randomly test a select number of vehicles to verify that their emissions systems are still functioning properly. The tests are done to help reduce the pollutants that gasoline and diesel vehicles emit, thereby reducing the effects of climate change. This testing also allows the manufacturers to research and develop new, more efficient parts for their vehicle lines. Along with other strict testing requirements, the agencies have required the manufacturers be removed from the solicitation, selection, and vehicle movement processes.
Nissan, in their on-going efforts to increase the quality and performance of their vehicles, have hired Roush to solicit and select vehicles for this program. Since you received a letter, you have been preselected to participate; the actual selection process is random. To participate please fill out the pre stamped reply card and send it back through the US Postal service OR you can register online below. If you are selected through our random selection process, then we will reach out to you via phone call.
The steps involved in this program are listed below:
- Signing up for the program via the reply card or online registration.
- Randomly select participants and if you are selected, we will reach out to you via phone call.
- Conduct an over the phone questionnaire about your vehicle’s history and current condition.
- Schedule a date, time, and location of convenience to perform the vehicle exchange (providing the loaner to you and procuring your vehicle for testing).
- Meet to perform vehicle exchange with a Roush representative. There will be general documentation to read and sign during this step, some copies will be provided.
- Delivery of the vehicle to the manufacturer for emissions testing.
- Vehicle testing during this step.
- Once the testing is complete the vehicle is picked up from the Nissan Technical Center of North America, washed on the outside and vacuumed on the inside (weather permitting), after this you will be contacted for scheduling a return date, time, and location.
- The return is completed with the transfer of the incentive listed in the letter and a full tank of fuel.

- On average the program takes 2-3 weeks (10-15 business days) but may extend longer.

- We are continuously making selections but on average if you are selected you will hear from us within the following 2 months of receiving the reply card.

- Mileage is minimal for testing, on average no more than 200 miles will be accumulated on your vehicle for testing, this does not include the distance from your pickup location to the test lab and back.

- Your vehicle and the loaner we provide are fully insured by Roush Industries.

- We acquire vehicles from Enterprise rental car, we normally offer full size four door sedan.

- Yes, we can accommodate any scheduling needs. We also travel to your location of convenience. This encompasses MI, OH, IN, and IL.

- No, the agencies require the vehicle not be modified and it be used as the owner’s guide specifies.

- This program is performed through the manufacturer (Nissan) so your dealership is not involved in this test.

- Your warranty will not be affected by this test.

- If an issue is discovered with your vehicle, then we will contact you and discuss the current options.

- No, we provide the loaner to you with a complimentary full tank a fuel, you do not need to return the vehicle to us with a full tank, but we do ask you leave enough fuel for the Roush representative to get to the nearest gas station.

- No, the test results are sent to the EPA for review.

- The vehicle is tested on a dynamometer which is a treadmill like device for your vehicle. The vehicle is driven in normal operation (slowly accelerate to 70-75 mph and then slowly decelerate to 0 mph). The exhaust is collected from this test and analyzed then the results are sent to the EPA. Another test is an EVAP test where the vehicle sits in an airtight room and the vehicle is monitored for fuel evaporation. Other emission tests maybe performed but these are the two most common.

From there, Roush will facilitate the pickup and drop off the participants vehicle to the manufacturers test lab. Once the manufacturer has completed the testing Roush will facilitate the return of the participants vehicle.
